A Bill of Quantities (BOQ) is the pricing schedule in multi-item tenders — construction, EPC, IT infrastructure, and facility management. It's also where more bids get rejected than anywhere else, usually because sellers don't understand what they're allowed to edit.

What is a BOQ?

A BOQ breaks a requirement into individual line items, each with a quantity and a unit of measurement. You quote a rate (unit price) for each item, and the total decides your bid.

The Golden Rule: Only the Rate Column

This is where most BOQ bids get rejected:

You may fill ONLY the rate (unit price) column. Description, quantity, unit, headers, structure, and formulas are locked by the buyer.

Editing anything else — even "fixing" what looks like an error — risks disqualification. If you believe a quantity or description is wrong, raise a pre-bid query through the official channel. Never edit the template.

How BOQ Evaluation Works

The bidder with the lowest total BOQ value (sum of all quantity × rate) is generally L1.

Critical: Evaluation is on the grand total, not any single item. Pricing one item unrealistically low doesn't win you the bid — and it can look like a pricing error during scrutiny.

Some tenders use variations:

  • Item-wise evaluation: each item compared separately
  • Group-wise evaluation: items compared by category

Always read the evaluation methodology in the bid document — it changes your pricing strategy.

Common BOQ Mistakes That Cause Rejection

  1. Editing locked cells — description, quantity, UOM, structure, formulas
  2. Wrong units — quoting sq ft where the tender specifies sqm (per IS 1200), distorting your rate by orders of magnitude
  3. Blank rate cell — an unpriced line is one of the most common reasons for a non-responsive bid
  4. Ignoring GST/HSN instructions — inconsistent tax treatment makes your bid non-comparable
  5. Chasing the lowest price on one item — evaluation looks at the whole sheet
  6. Reusing old rates — not recalculating for current costs and this specific quantity
  7. Last-minute pricing — with hundreds of line items, arithmetic errors creep in under time pressure

GST Treatment in BOQs

Getting GST wrong can make your bid non-comparable to competitors who followed instructions — itself grounds for rejection.

Fix: Read the financial bid instructions before pricing a single line. Follow the exact GST/HSN treatment specified.

How to Price a BOQ Correctly

1. Read the Scope of Work First

Understand the full scope before pricing. You can't price line items without knowing the delivery, installation, and warranty obligations.

2. Build a Rate Analysis

For each line item, work out:

  • Material cost
  • Labour
  • Overheads
  • Plant/machinery (if applicable)
  • Profit margin
  • Delivery to consignee

3. Check Units Carefully

Confirm every UOM matches. A rate calculated in sq ft but quoted in sqm is fatal.

4. Price Every Line

A blank rate cell = non-responsive. If a line is out of scope for you, bid on the tender only if you can price it.

5. Verify the Auto-Total

Most portals auto-calculate totals. Check that your unit rates × quantities add up correctly — the system doesn't always flag mismatches.

Time Your Pricing

On GeM, BOQ bids stay open for a minimum of 21 days. Complex BOQ tenders (up to ~500 line items) need real time to price accurately.

Strategy: Start pricing as soon as you discover the tender, not in the last three days. This is where tender aggregators give you an edge — catching BOQ opportunities early gives you the full pricing window.
