Two Envelopes — What Goes Where (and Why Rejection Happens)
Most CPPP/GePNIC tenders are two-envelope (sometimes three with EMD). The portal does not check if you put price in Technical — it just rejects at opening.

Common Rejection (Top 2)
- Price in Technical → Rejected at technical opening (even if L1). The technical committee opens Cover-I first — if they see
₹12,34,567, they reject without opening Cover-II. - Certificates in Financial → Rejected at financial opening — financial committee expects only price.
Upload Order — Do It In This Sequence
- Technical PDFs (single PDF or multiple, < 5 MB each, 200 DPI, searchable) →
Upload Technical. - BOQ (
.xlswith only yellow cells filled) →Upload BOQ→Validate BOQ. - Price (if separate from BOQ, some GeM tenders) → enter amount.
- DSC sign as Primary User →
Submit→Bid Reference No..
Tip: Name files as Technical_Experience.pdf, Financial_BOQ.xls — not Doc1.pdf — helps evaluators.
